Early Childhood Education Positions

Early Childhood Education Director

The Early Childhood Education (ECE) Director is responsible for the management, supervision, planning, development, and growth strategies for the Head Start and Early Head Start programs. The ECE Director will provide leadership and direction to program managers and staff in the planning, implementation, and evaluation of Head Start services, including education, health, nutrition, disabilities, and family engagement; implement quality assurance measures, collect and analyze data, and ensure program performance and compliance with all federal, state, and local regulations, including Head Start Performance Standards, licensing requirements, programmatic guidelines, and agency policy & procedure; establish and maintain effective partnerships with community organizations, schools, government agencies, and other internal and external stakeholders to support the holistic development of children and families served by the Head Start program.

A minimum of a Bachelor’s Degree, Master’s Degree preferred, in Early Childhood Education, Sociology, Social Work, Business Administration or related field is required. Ten (10) years of experience in supervision of staff, fiscal management, and program administration, preferably in a Head Start or early childhood education setting or in the administration and supervision of a social service program related to young children from various socio-economic backgrounds is essential. Knowledge of Head Start Performance Standards, federal and state regulations, and best practices in early childhood education and family services is preferred. 

Starting salary range: $62,390.76 – $72,095.42. Benefits include health, dental, and vision insurance, disability insurance, PTO, and 401K.

Head Start Teacher – Franklin Co.

Solutions That Empower People, Inc. (STEP), a multifaceted community action agency, has an opening for a full time 10-month Head Start Teacher in Franklin County, VA.  This position is responsible for planning and carrying out the educational program and the day-to-day operations of the classroom. 

The qualifications for this position include an Associate’s Degree in Child Development or Early Childhood Education (prefer Bachelor’s Degree), three years’ experience working with pre-school age children, excellent written and oral communication skills, and basic computer skills.  Salary range for this position is $17.60 – $21.28 per hour.

Housing Services Positions

Housing Program Specialist II

The Housing Program Specialist II/III will be responsible for a variety of tasks required to maintain eligible households in its rental subsidy program, while observing regulatory and quality assurance requirements and offering an elevated level of customer service. As of the time of the recruitment opening, there is one position available to fill. If the applicant’s qualifications exceed the requirements of the Housing Program Specialist II position, the hiring team may choose to fill the Housing Program Specialist III position.

Housing Program Specialist II

The Housing Program Specialist II is responsible for conducting lease-ups and completing scheduled/interim recertifications to determine continued eligibility for the Housing Choice Voucher Program (HCVP). This role requires significant knowledge of HUD regulations and involves managing a caseload, processing recertification packets, and resolving individual case problems while adhering to established procedures and standards. Qualifications include: Associates degree in Business Administration, Human Services, Social Work or related field and three (3) years of previous housing authority experience OR a Bachelor’s degree and two (2) years of previous housing authority experience required; Knowledge of HUD regulations related to the Housing Choice Voucher Program; Housing Counselor Certification; Strong oral and written communication skills; Strong customer service skills; Accurate performance of basic mathematic operations and numerical skills; Logical/analytical problem-solving skills and adherence to systematic procedures.

Housing Program Specialist II Salary Range: $43,740.00 – $48,755.20

Housing Program Specialist III

The Housing Program Specialist II/III will be responsible for a variety of tasks required to maintain eligible households in its rental subsidy program, while observing regulatory and quality assurance requirements and offering an elevated level of customer service.  As of the time of the recruitment opening, there is one position available to fill.  If the applicant’s qualifications exceed the requirements of the Housing Program Specialist II position, the hiring team may choose to fill the Housing Program Specialist III position. 

 

The Housing Program Specialist III is responsible for the day-to-day supervision of the housing staff and ensuring that housing staff are working with clients to develop case plans through employment, benefits linkages etc. that address their barriers to securing and maintaining safe & affordable housing. Qualifications include: Bachelor’s degree in Business Administration, Human Services, Social Work or related field and three (3) years of previous housing authority experience OR a Master’s degree and two (2) years of previous housing authority experience required; Housing Counseling Certification; two years of progressive responsibility in directly supervising, managing, and developing a team; demonstrated record of establishing and maintaining effective working relationships with internal divisions and external agencies; strong oral and written communication skills; extensive knowledge of and ability to interpret, implement and apply federal, state and local housing assistance regulations; knowledge of the issues associated with low- and moderate-income families in relation to housing issues; ability to review complex data to identify issues or concerns and recommend solutions.

Housing Program Specialist III Salary Range: $56,362.65 – $61,377.85
